Pedant point: I'm not sure "neutralize" is the right word here.
Counteract, perhaps?  Bernoulli's Principle is used every
time a plane takes off, for example, but I for one would not
consider an airplane a device for "neutralizing" gravity.

All the original experiment proves is that one can lift small objects
off the ground using electrostatic repulsion; nothing horribly
mysterious about that, really, although it could be employed in
interesting ways if one can work around the air ionization issue.
I will admit to some puzzlement as to why it works over a non-conductive
wooden table, though.

There are vaguely similar devices for electromagnetic repulsion;
a specially-wound flat coil is used to set up eddy currents
in a ferromagnetic bowl, which levitates and gets rather hot.

The electrostatic variant appears to use far less power.  It would
be interesting to increase the area of the capacitor and make
a strange hovercraft -- the main problem, however, is that grounding
is essential for the repulsion to work, as far as I know.  If the
power plant is on the hovercraft it will have to dangle a wire, at
least during initial launch (and possibly to counteract ion migration
as well).

Depends.  I know that sounds strange, but we originally got it
backwards with "conventional current"; diodes still point the
"wrong" way around, for example.  (Pedant^2 point: zener diodes
are supposed to be installed "backwards". :-) )

It gets even more complicated with alternating current; the
electrons move -- quite a distance in fact for 60 Hz = 5,000 Km [*],
give or take -- but on average end up in the same place since
they're moving back and forth, as opposed to unidirectional
direct current (DC).

[*] I'm not sure if an electron moves through lambda or half-lambda.
    This value assumes lambda.  It's also not clear that
    copper conducts electrical energy at the speed of light
    (it's close, though).
